'Blast in Iran struck uranium enrichment facility'

What a shame, what a shame. Some individual, agency or country had a field day blowing up this strategic site inside the iranian city of Ifsahan.

Of course, the iranians are denying this all the way down to the local fire department.

Must have been those darn Israelis again, Heh!

From The Jerusalem Post.

'Blast in Iran struck uranium enrichment facility'
By JPOST.COM STAFF AND YAAKOV KATZ

Satellite imagery confirms Isfahan facility rocked by blast was a nuclear facility, 'The Times' reports, citing Israeli intel officials.

Satellite imagery "clearly showing billowing smoke and destruction" has proven that an explosion Monday damaged a nuclear facility in the Iranian city of Ifsahan, according to a Wednesday Times of London report .

The report quoted Israeli intelligence officials as saying that there was "no doubt" that the blast damaged a uranium enrichment site, and asserted that it was "no accident."

Iran: Military research caused missile base blast

Officials from Isfahan have been denying that the city had been hit by an explosion.

Mohammad-Mahdi Esma'ili, Isfahan's deputy governor in political and security affairs, called the reports "sheer lies" according to the IRNA news agency. An official from the city's fire department also denied that there had been an explosion.

The mysterious explosion Monday rocked the Iranian city of Isfahan, which hosts a nuclear facility involved in processing uranium fed to the Natanz fuel enrichment facility.

The source and target of the explosion were initially unclear. Some reports claimed it took place in a military base and others said it was a gas explosion.

Two weeks ago, on November 12, an explosion hit an Iranian military base near the town of Bid Kaneh, killing 17 members of the Iranian Revolutionary Guard Corps and Maj.-Gen. Hassan Moghaddam, chief architect of the Islamic Republic’s ballistic missile program. Israel’s Mossad has been accused of orchestrating the blast.

Head of the Military Intelligence Research Directorate Brig.-Gen. Itay Brun told the Knesset’s Foreign Affairs and Defense Committee on Monday that the November 12 blast at the missile base could delay Tehran’s development of long-range missiles.

“The explosion at the site to develop surface-to-surface missiles could stop or delay activities on that track and in that location, but we must emphasize that Iran has other development tracks in addition to that facility,” Brun said

Official PatriotUSA update: light or erratic posting next few days.....

Official PatriotUSA update for week ending 12-03-2011.

Just a quick update: I am getting steroid injections in my lower back tomorrow, six of them. Thursday I get the same in both my shoulders. Just how life is when one is an orthopedic wrecking yard as my brother likes to call me.

Two spinal fusions and eight shoulder surgeries later........... and now I must have more levels fused and the entire right shoulder joint HAS to be yarded out and replaced, down the road.

I cannot take any time off from work and will need to just tough the week out, feeling like road kill from pain but it could be a whole lot worse!!! So I will need to rest and stay off the computer and try to be a good patient. I usually fail at that last one.

I should be back on board no later than this weekend.

Thanks for your patience and understanding!

Deer hunting 50 years ago and how it has changed...

I started hunting when I was 11 with a Sheridan pump pellet rifle. Quail in the citrus groves were what I hunted first, then Cottontails. I bagged my first deer, a nice 4x4 Buck at about 90 yards on the run, uphill in a clear cut, when I was 14.

Afterwards we all went back to town for a huge breakfast at a small, family run lodge that existed strictly for the people who loved to fish, hunt and getting outdoors. The family that ran this lodge knew everyone who came in on a first name basis. The grandparents, their kids and so on all worked at the lodge. When they were not at the lodge they were loggers or worked in the lumber mills.

This next post mentions a general 'trust' of hunters and this was very true for us back then, as well. We never littered or left damaged land when we were fishing or hunting on private land. Often times we would help the landowner with some chores even though it was seldom asked of us or expected. We closed all the gates after we passed through them.

In my opinion some of the best 'environmentalists' are those who worked the land, ranchers, loggers, farmers, trappers. People who are truly 'one' with the land, willing to make a living from the land but also being in rhythm with the seasons and critters that shared their land. Most of them were willing to share it with others and not try to lock it all away or put it all off limits via legislation and lawsuits.

A lot has changed in fifty years and much of it for the worse.

How Deer Season, and America, Have Changed in 50 Years
By Dr. Paul G. Kengor

This week hunters across America storm the woods loaded for deer. For yet another indication of how times have changed, consider this account of Deer Season a half century ago:

My mother’s family lived in Emporium, Pennsylvania, as did dozens of their relatives. Emporium is a tiny town nestled in the mountains near the north/central part of the state. Back in the 1940s, when my mother was born, my grandmother had worked as a Rosie Riveter at the Sylvania plant. Some reading this article will remember owning a huge, heavy Sylvania TV—back when you got only three channels.

Sylvania employed half the town. Farming was another means of employment, which my grandfather and his parents and nine siblings had done down the road in Rich Valley.

Still, neither Sylvania nor farming nor anything else did much to populate tiny Emporium.

Once a year, however, the place was flooded with people. That time of year was Deer Season, when out-of-town hunters arrived like an incoming Army, loaded with rifles and bullets. “Army” is a good metaphor, given that a large portion of the hunters were World War II vets. They came from the mills and mines of Pittsburgh and Western Pennsylvania. They came to shoot a deer.

During that special week, Emporium’s streets were bustling, the bars were jammed, and churches had more people than usual, including St. Mark’s, where hunters sought out the priest for a blessing before heading into the woods.

The lone hotel was full, leaving hunters looking for lodging. Some packed into makeshift hunting camps. Some slept in their cars. Sleeping in a car was no big deal to guys who had fought in Germany, France, the Battle of the Bulge. Nonetheless, they searched for a place with a roof, heat, a bathroom—which brings me to my main focus:

My grandmother always took in boarders during Deer Season. In fact, the whole town did. Up and down every street, hunters knocked on doors asking if the home was taking boarders. Bear in mind, these were complete strangers carrying guns and lots of ammunition. And yet, there was never any fear that they were a threat to a household.

“I never heard of any problems anywhere,” recalls my mother, who was a little girl when the hunters stayed at her house. “There was never any concern about the safety of anyone, including the kids. Today you can’t trust anyone. It was different then.”

It was very different. There was also a general trust of hunters, a trust I believe is still merited and shared in those areas. My Uncle Carl, my mom’s brother, says, “I still think that hunters are a special breed and even though they kill animals most are very caring, trustworthy, and law abiding.”

My uncle remembers my grandparents taking in so many people that he lost track. “During hunting season our house was a zoo,” he says.

For a few dollars per person, my grandparents hosted two or three hunters per night, giving them a bedroom and maybe the backroom. The hunters marched inside with all their gear. As evening fell, early in the winter, my grandmother made dinner for everyone. They all shared a meal. The hunters talked and played and joked with the kids. After dinner, they got their equipment in order and went to bed—snoring loudly through the night.

Around 5:00 a.m., my grandmother made breakfast for the hunters, typically bacon and ham and eggs.

The meals were special. “I enjoyed the stories at night and breakfast in the morning as much as the hunting,” says my uncle.

Then they were off to the woods. If they shot a deer early, some headed straight back to Pittsburgh, hoisting the gutted carcass atop the Oldsmobile. Others, if they got a deer late, might return to the house, where my grandmother cooked up some venison. If they had no luck, they stayed another night or two.

This scene was repeated in house after house in Emporium. My Aunt Della, who lived across the railroad tracks and river, took in boarders in an apartment above her garage. She tended to get the same guys year to year. I’m sure her Rigatoni and meatballs were a factor.

Can you imagine this today? Any of this?

Yes, the culture has really changed. America has changed.

Honor killing Canada update plus Michael Coren discusses bigot Michael Erickson

KINGSTON, Ont. — Jurors at the Shafia murder trial, for the second straight day, heard claims Rona Amir Mohammad, one of four people found dead in a sunken car, was abused physically and emotionally by her husband and his second wife.

"She did say that he beat her up, the husband beat her up ... he was pulling her hair," Fahima Vorgetts testified Tuesday morning, recounting what she said she was told by Rona during phone calls over the span of a year.

Vorgetts, a volunteer with Women for Afghan Women, a human rights organization, said she began taking calls from Rona in the spring of 2008, after a referral through Vorgetts' aunt.

"She said that her husband and her husband's wife were abusive towards her and she needs help, what to do, where to go," testified Vorgetts, a native of Afghanistan who lives in Virginia in the United States. "She did not have any information, knowledge about what to do in this country."

Rona, along with Shafia sisters, Zainab, 19, Sahar, 17, and Geeti, 13, were found dead in a submerged car in a canal in Kingston, Ont., on June 30, 2009.

Three weeks later, Mohammad Shafia, 58, his wife Tooba Mohammad Yahya, 41, and their son Hamed, 20, were arrested and each charged with four counts of first-degree murder. They have pleaded not guilty.

Rona was Shafia's first wife, whom he married in his native Afghanistan, before the family moved to Canada in 2007.

Vorgetts testified Rona would sneak out of the Shafia house in the evenings and call her secretly from a payphone, pouring out her story of abuse and humiliation.

"She said that her husband's wife would mock her, put her down in front of the family's guests," she testified. She said that during the phone calls, Rona would cry almost constantly. She said she was told that Rona was kicked by Shafia.

Vorgetts said she urged her to leave the house, go to a shelter, or a church or to police, but Rona told her she was afraid to leave.

"She said if she leaves, her husband will kill her," she testified.

Vorgetts said she was told the family held all of Rona's identity documents, including her passport, so Rona believed she could not flee to another country, where she had relatives.

During questioning by defence lawyers, Vorgetts said she had no specifics about any possible injuries Rona may have received from the abuse she claimed to have suffered.

Vorgetts said her last phone contact with Rona was in April 2009.

Prosecutors allege the victims were slain in an honour killing, planned by Mohammad Shafia because he believed his daughters had shamed him and because Rona was a source of friction with his second wife.

Read Every Word: From Jerry Golden

Some of you may have read Mr. Golden's writings here or perhaps on his site, The Golden Report.

I have been part of Jerry's mission for over six years now. One thing I can tell you is That Jerry and his wife Connie are two of the most dedicated people I have ever gotten to know. They believe in this mission to rescue Jews out of Europistan and now other countries such as the USA and maybe Canada. Jerry and Connie live i=on a tattered shoe string of a budget and have for years. All of the donations they receive go straight into the rescue boats, making contacts in hostile countries, setting up safe houses, delivering food and aid to ARAB families trapped in gazastan or the west bank while waiting for Jerry and Connie to spirit them across the border into Israel, where they can live in relative peace and safety. Most of these arabs are ones who have LEFT islam and are in hiding so they will not become murder victims, often times at the hands of their own family members, to restore the family honor. Yeah right.

Read Every Word; It's Important
By Jerry Golden

Many have asked me why I don't write more articles. It's not easy for me to answer that question. There is within my spirit such a heaviness and sorrow for the many who will not listen to the warnings of the Ruach HaKodesh (Holy Spirit). That in so many ways He is telling those who know Yeshua as Messiah to prepare for God's judgment that has already started and is being felt around the world. For the beginning of great sorrows has begun and will continue to get much worse.

Here in Israel we are seeing the forces of darkness building to giant proportions around us, threatening to kill every Jew. For this is, and has always been, the desire of the Devil. In fact, the one sure way to see the hand of the Devil in anything is when anti-Semitism shows its ugly head like it is now doing in the Occupy Wall Street movement and the Islamic Revolution. It's the same spirit that drove Hitler and the Nazis. I have written so many articles about this evil that I feel like I am repeating myself over and over again.. It's not a new movement. It is one that all believers in God should be aware of. For it is written in Daniel, Ezekiel, Isaiah, in Revelation and throughout God's Word that these things would occur in the end of days.

Yet the Hirelings still stand behind pulpits preaching "pie in the sky" and "all is well". Not preaching truth but what they know will keep them popular in their church. Afraid to even tell their people to put aside some provisions or plant a garden if they can. You can find many articles I've sent out by CLICKING HERE.

We all know that there are a lot of conspiracy nuts out there. Many of them have gone over the edge. However, don't allow that to stop you from listening - for God has people shouting out there trying to warn His people. At the same time the Devil is trying to confuse you with these 'theories'. Ask God for the discernment of spirits to know the truth and who to listen to. I was amazed to hear from an unlikely source. It is most likely some will write me and tell me they don't like him. I am not endorsing him either. His name is Newt Gingrich. He said the following that should alert even the atheists among us. Here is a short message on EMP CLICK HERE.

Russia has always, and will always, be an enemy to Israel and the USA. Their desire to destroy both hasn't diminished. In fact it has grown - and they have a plan that is being put into effect today.. The same applies to China. What has changed is that today they together have decided that they can destroy both Israel and the USA without a lot of trouble now with Obama in the WH. Now, what I am about to say will not be received by many. I believe they are right about their ability to take down the USA without a lot of trouble. In fact, their plan is in the final stages as you read this. But they are very wrong about Israel - but let me make myself clearer. America (USA) is without any doubt the greatest country that has ever existed on this planet. No other has ever stood for freedom and true democracy as the US has. No other Country has blessed Israel as the US has. The difference is that God loves Israel and Jerusalem more than all other places. He has made many promises to His people that will stand forever and ever. It is God who has chosen the Jew. It was His choice, and through the Jews God has blessed the world more than with any other people.

No, Russia, China, Islam or anyone else will never destroy Israel or kill all the Jews. That is a lie straight out of the pit of Hell and believed by many who call themselves "Christians". Yet they are wrong, and they are about to find out just how wrong they are! They should read Zechariah 12:9 And it shall come to pass in that day, that I will seek to destroy all the nations that come against Jerusalem. There is a truth that lives within me. That God called us to save Jewish lives and for the past few years we have seen miracle after miracle as He has brought us through dangers and provided when it looked impossible. Yet God is, and always will be there as long as we walk in the way He provides before us. And I know that God has called many to bless Israel who have turned there backs or have given only a token, Yet God is calling for more, much more. Gen 12:3 And I will bless them that bless thee, (Israel) and curse him that curseth thee: (Israel) and in thee (Israel) shall all families of the earth be blessed.

Originally I believed this ministry was to save only the European Jews, or to save those who refused to leave in time, and would have no other way except to be rescued by boat. For without any doubt another holocaust is on the horizon. But God has also burdened us with other countries, and in the US we have established "Safe Houses". There are things I don't know about this part of the ministry, for there is no way we can go to the US with the two boats we now have to rescue Jews. But if they can first be protected in safe houses and then moved to the Greek Islands, Cyprus or even Turkey it is very possible we could save some. And if we could purchase a larger boat we would be able to save many more. For when the war begins there will be no commercial flights coming into or out of Israel, and the only possible way will be by sea.

Regardless of where or who you are, hard times are headed your way. The world is changing - and in just one single day it will soon experience a terrible and sudden change. I am asking you to prepare for your family and loved ones the best you possibly can. 1Tim.5 [8] But if any provide not for his own, and specially for those of his own house, he hath denied the faith, and is worse than an infidel The greatest preparation you could ever make is to come to grips with the truth of God's Word that became flesh and Tabernacled with us. Many call Him Jesus. We Jews call Him Yeshua.

Pray for the peace of Jerusalem, for our son and all the IDF soldiers. Pray for this ministry and your part in it.

Shalom, Jerry Golden

A First Step: From Political Islam

Rick Womick, a state Representative from Tennessee, unleashed a red hot hornet's nest when he stated in a speech that "Muslims should not serve in the US military."

As horrible and narrow minded as that may seem, it is sadly true. Fort Hood is just one reminder why and remember that the reporting and the military's own reports on that tragedy whitewashed islam to appear stain and error free. Our own military cannot see the true risk of islamic fueled and muslim driven terrorism that is inside it's own ranks.

Those who study islam, the qur'an and the terrible realities that islam unleashes, understand all too well why Rep. Womick's statement is true and holds up under intense scrutiny. Especially after one takes a look into what and how the qur'an instructs the followers of islam to do to us kafirs, how to treat us, and lie to us to make islam seem 'peaceful'.

A kafir is a non-believer. That includes Christians, Jews, Hindus, Sikhs, Mormons, everyone who does not believe in allah and try to live life as mohammad did. muslims are believers and very superior to us kafirs if one is to believe the lies and deception that is in the qur'an. 64% of the qur'an is devoted to the kafir and that 64% is disgustingly negative, prejudiced and full of extreme hate towards the kafir. If you have any doubts click one highlighted links in the article below.

This is from Bill Warner's site,  Political Islam.

*******************************************************************************************************************************

 A First Step

Tennessee State Representative Rick Womick, a former fighter pilot, unleashed some firepower in a speech in which he said that Muslims should not serve in the US military. Needless to say, the usual suspects, including the morally corrupt ADL, howled that Representative Womick is a hater and Islamophobe. Muslims were offended.

Representative Womick’s suggestion does not go far enough, but it is a good first step. How can this be? Why shouldn’t a Muslim serve in our military? A good Muslim must obey Allah and imitate Mohammed. And Allah and Mohammed divide the world into two classes—believers (Muslims) and non-believers. The whole group of non-believers--Christians, Jews, pagans and all others are named Kafirs. The majority of the Koran is about Kafirs and nearly of it is negative . Mohammed became successful when he turned to total war against the Kafirs. He was involved in an act of violence against them on the average of every 6 weeks over the last 9 years of his life. A Muslim can kill Kafirs, but he is not supposed to kill other Muslims.
Koran 4:93 He that kills a believer by design shall burn in Hell for ever. He shall incur the wrath of God, who will lay His curse on him and prepare for him a mighty scourge.
When the US sends troops to fight against Muslims, what must the follower of the Koran do? Whose commands will he follow—Allah’s or Kafir officers’?

An American soldier takes an oath to defend the Constitution from enemies, both foreign and domestic. But, we have a problem here. A Muslim is one who follows the religious and political doctrine of Islam. What does political Islam say about the Constitution? Islamic political and religious doctrine says that Sharia is sacred law, and must supplant our manmade Constitution. Will a Muslim protect our Constitution against political Islam? Maybe, but according to Islamic doctrine, he should not.

We must see the fallacy of: “I know of Muslims who serve in the military and they do a good job.” But do they do a good job because of Islam or by overlooking Islam? All Muslims have three modes of behavior—Meccan Islam (generally religious), Medinan Islam (political, jihad) and Kafir. Most of those who call themselves a Muslim do not follow Islam at all times. They may be cultural Muslims who overlook the political aspects of Islam and enjoy living in Kafir civilization.

But, and this is a big but, every Muslim, no matter how moderate, believes that there is no god but Allah and that the Koran is His perfect manifestation in this world. The majority (64%) of the Koran is devoted to the Kafir and it is massively negative, bigoted, murderous and hateful. Islam is profoundly and eternally anti-Kafir.

So, serving in a Kafir military has a built in contradiction for any Muslim. Why should he serve those whom Islamic political doctrine denigrates in every way?

There is another contradiction about Muslims serving in our military—the more adherent they are to the Koran, the more apt they are to see their fellow soldiers as Kafirs and treat them as such. Mohammed would treat a Kafir nicely at first. But, there always came a time when the Kafir had to submit to Mohammed. The Koran has 13 verses that say that a Muslim is not the friend of a Kafir when it comes to Islam, so this is not a trivial problem.

But the major problem is that we Kafirs are not supposed to talk about whether a Muslim can serve in our military or not. We are supposed to obey the Establishment’s decree that Islam is an equal member of our civilization and cannot be questioned. The Establishment’s politically correct rules are that it is bigoted to want to talk about what it means to have someone in a critical security position who believes a text that is dedicated to the annihilation of Kafir civilization. It is frightening to read Islam’s sacred texts and see how cruel they are to Kafirs. The Establishment says that Kafirs cannot talk about their fears, because fears are irrational and immoral.

Why is it that the Establishment suppresses all attempts to talk about the true nature of Allah and Mohammed and those who follow them? Why can’t we talk about this and stop with the self-censorship? We don’t ask for the suppression of Establishment apologists. We Kafirs only want a forum to talk about Islam beyond the apologist/Islamo-philic bias. We want critical thought and debate, and fact-based reasoning, not insults and denial. Kafirs want a seat at the public forum, and not be shoved aside with insults. Kafirs want to talk about the implications of Sharia, the fruit of Islamic doctrine without being condemned, out of hand. Kafirs have always been the victims of political Islam and its Sharia. It is time for our side to be heard.

Why is the Kafir-centric view of Islam called bad/wrong/immoral? Why is talking about Islam’s hateful attitude about Kafirs wrong? Why can’t we talk about those who hold a political doctrine that includes violence against the very people who they are supposed to protect? Representative Rick Womick has started the conversation. But, we need to talk about a lot more than just Muslims in our military. Let’s talk about Sharia and political Islam in all aspects of our nation from the Kafir’s point of view.

Some terribly sad news from the UK

The UK has gotten some very sad news this weekend. The popular footballer Gary Speed has passed away at the age of 42. Speed had played for Leeds United, Newcastle United , Everton, Bolton Wanderers and Sheffield United. He was "capped" 85 times for Wales, which is a record for an outfield player.

Liked and respected by people within the game and fans alike, Speed had latterly been the manager of the Welsh football team.

Speed had appeared on TV at the weekend along with Gary McAllister, another ex-footballer, and had appeared to be in fine form.

Sadly, according to news reports, Speed had hanged himself shortly afterwards, and as is often the case in such situations, the body was found by a family member. Police were called to his home, and events ran their course.

Football people have been quoted in every newspaper and TV news programme in the UK paying tribute to Gary Speed. People from my generation will remember him as a grand footballer and a total professional. A real "Mr. Dependable".

Current TV propaganda against the EDL and Islamophobia

Pure propaganda from Current TV which doesn't give the full picture and certainly doesn't give all the relevant facts.

In one clip we see Tommy Robinson form the EDL being criticized on Newsnight by Paxman. What we don't see is Tommy give a good and accurate account of the problem and put Paxman totally in his place!

Don't be fooled by the propaganda of left wing media outlets! Do some research of your own and make your own mind up.

Its OK for those benefiting from the benefits of immigration, or those in their nice houses in their nice little country village who haven't a clue of the reality of the problem!

Thanks to EDL Biker for this video!

“Islamophobia is Patriotism”

This is from a new counterjihadist and I like him, A LOT!

His site is called Tolerant No More and I am 'stealing a couple of his posts. One is from his new site which is now over on WORDPRESS. He started over at BLOGGER but moved to WP. The other post is from his original site. You can find him on twitter @JeffGoneViral.

His site has been added to the blogroll here.

I was sent an alert about Tolerant No MORE by the awesome Ladyraven who has the incredibly forceful and counterjihadist site, Operation YouTube "Islamism" Smackdown. Ladyraven has also become a fast, dedicated friend who has been really kind and patient in badgering me to join Twitter, and teaching me about technology, which I truly loathe. I am the 'evil crazed one' who ran over one cell phone and shot another one, (thankfully, we have the insurance so new phones only cost me $8.00 but I did raise some eyebrows at the local Sprint store when I went in both times with mangled phones and for some reason they did not argue with me especially the phone with .380 bullet hole right through the middle. The Sanyo I use is one tough phone, BASIC and SIMPLE.)

Yeah, I know, I should have taken pictures for here. I did not and just the way it goes.

Back to the posts you are about to read. They are good, really good and that is why I am 'stealing' them. Take a jump on over to both sites, Tolerant No More and Operation You Tube "Islamism" Smackdown.

To any new visitors who have wandered in here, thanks for dropping by. If you like what you read here, share it and tell you friends about this site. Just leave a link back to here and be sure to give proper credit(s) to the original writer and owner. That is all that is required to 'steal.' New Home Same Mission

My first post from Tolerant No More which is still active. Still applicable and a better understanding for those visiting for the first time.

First, let me say I’m not anti-Muslim. I’m anti-Islam. It’s not a thing of hate, but the ability to analyze the situation and the facts before me. Through a deeper understanding of Islamic history and the Qur’an, combined with the situation of world I can determine the true intentions of what Muslims call: “The Religion of Peace”. I do not by any means consider myself an expert in Islam. I can however, read and research. What I discover on a daily basis, is horrific, vile, disgusting and not in line with what many Imams and Islamic groups in America try to say about Islam (and that alone is a subject I will cover in time). I’m a fairly black and white individual. What the Qur’an says combined with the actions of it’s followers speak for itself. Some people argue that there are peaceful Muslims. I simply don’t know, and frankly, don’t care. It is hard for me to trust ANYONE who follows a religion that permits lying to non-believers to “smooth out differences”. That alone is a serious integrity breach and the Qur’an permits it. Which begs the question. If Islam permits lying, why does the United States pander and capitulate to Muslims on a daily basis. Simply stated, lack of knowledge. Through guilt trip and a general lack of knowledge, the mainstream media and progressive groups have successful fooled the American public away from what I believe are the true intentions of Muslims. If Americans knew the truth they would no longer be tolerant. As Americans we have the right AND responsibility to question what may be a threat to our way of life. Islamophobia is Patriotism.

---------------------------------------

This is from Tolerant No More's original site over on Blogger. Check it out as well, as there are some excellent posts there.

This is the one that made the hair on the back of my neck stand up and gave me chills down my spine. This post speaks directly to the three toxic stews of the West that I am so much against; diversity, multiculturalism and political correctness. Liberals and progressives will tell you this can NEVER HAPPEN HERE. Ask the Jews who survived the holocaust in Germany about that one.

This is what we are looking forward to if we do not defeat islam, for good. (PatriotUSA)

BUT WE WERE TOLERANT!

This is a little something I wrote for Conservative Daily News. They are cool people over there so check out the site sometime.

Islamization is one the largest, if not the largest, threat facing the nation today. If you don’t think so, chances are you haven’t done your homework regarding the subject. Don’t be fooled by lack of Muslim violence in the United States, as opposed to Muslim nations, or what you see in Europe.

A thought occurred to me the other day. Why is it that the only country in the world I hear Imams talk of peace is the United States? It is my firm belief that the ONLY reasons are the First and Second Amendments. Americans can say whatever they want about Islam without fear of reprisal. Although it appears that Muslims, in conjunction with their “progressive” partners, are trying to change that. In addition, the Second Amendment is our right to bear arms. So if Muslims, or anyone for that matter, decide to threaten our sovereignty we can defend ourselves. American, you need to wake up and realize what is happening right before your eyes. Do not conform to the political correctness standard. That’s what they did in Europe, especially France. Worked out well for them didn’t it?

I decided to write a “what could happen” piece on what the United States could look like in the not so distant future if we don’t stand up to the threat of Islamization. If it seems far fetched to you, then I encourage you follow the hyperlinks associated to get an idea of what’s happening in the world today.

---------------------------------------------------------------------------------------------------------------

A typical American family, (what you would’ve considered typical today) is walking down the street. The problem is, things aren’t typical anymore. The family of five moves down the street looking more a tactical military unit than a family. They do so for good reason. Mom and Dad hold the hands of their toddler son and two teenage daughters, moving from building to building with a vigilance born of experience. Dad remembers the days of the entire family climbing in the car for the Sunday morning drive to church. Sometimes the morning routine was peaceful, sometimes not. But, they never had worry about dying on the way. The underground church network has done a good job rotating the meeting place and filtering the message to it’s members.

The Waters family disappeared last week and everyone learned from their mistakes. The O’Niell family’s daughters were kidnapped last month and no one has seen or heard from them since. Everyone knows what probably happened. People had an inkling leading up to this, but we all chose to ignore it. It could never happen in the United States, right? We were supposed to have an airtight Constitution that would protect us from this sort of thing. The Government kept telling us to trust them! That they could make decisions for me, better than I. Additionally, there were the groups like CAIR, who said they protected the rights of all people and religions. And now here we are.

Dad spots them first and moves quickly to get his family to side of the building and out of sight: A gang of about 6 to 9 men and boys of all ages. You know who they are because of their signature head wraps and hats. They stopped pretending to be our friends years ago. Especially after they had control of the local and state governments. When we sit down and really discuss it, we draw the conclusion that it started in Florida. The day that judge ruled Sharia law could be used in a civil dispute. It seemed so insignificant at the time….. It was gradual and hardly anyone even noticed it. Before we realized what happened, they flooded all levels of the federal government. The First Amendment was abolished, followed shortly by the Second. It went down hill from there. Soon all religions, except theirs, were abolished. Everyone who refused to convert was called an infidel, hunted down, and most times murdered. How could this be? I thought this sort of thing only happened in movies and fictional books. They said they represented a religion of peace and tolerance, that they only wanted to live a moral life. One that was pleasing to Allah.

OH NO! They’ve been spotted!! Dad couldn’t get the family to the side of the building fast enough. Like a pack of wolves they move in on the family. Hollering and screaming in English and other languages the message is the same. Mom and Dad are savagely beat to a bloody pulp. Through blood soaked eyes the parents search for their children, they hear the screams. The last thing the parents hear before the fade the black was the son crying and the men arguing over who would get the daughters first. As he lays on the ground unable to move or speak, Dad silently weeps for his family. And amidst the many the many thoughts racing through his head, one of last are……But we were tolerant!

The Walker Way-video

This video has flown under the radar for a few days now. Governor Scott Walker of Wisconsin has been one of the leaders in this country who has led the way with hard, tough decisions that the feds are not willing to do or consider. The unions hate Walker (especially the nastiest of them all, the SEIU) as he broke their monopoly on wages and benefits in the state.

We must have LESS government in order to survive.

Please do not hesitate to share this one!

October 12th marks the launch of a new media and grassroots campaign aimed at confronting President Obama's "Jobs Plan." With unemployment remaining at record levels, we can no longer rely on the past policies of out-of-control spending and taxation that continue to fail. We must look to leaders the have faced similar economic turmoil, but were able to obtain positive results.

The best example is Governor Scott Walker in Wisconsin. Gov. Walker has led a manufacturing driven jobs recovery with the sector growing at a rate more than double the national average.

These successes are not limited to Wisconsin, however. It is no coincidence that conservative governors lead the top 5 states with highest overall job growth and the top 5 states with highest manufacturing-sector growth (Aug '10- Aug '11). They have proven that jobs can return to America with the right policies and the right leader!

the moral decay of the UK

When I turned on the TV this morning and caught the news, I was presented with yet another example of the moral decay that's rotting British society away from the inside out. The riots throughout England that kept our newspapers occupied for a little while are now practically forgotten. But at the time, the behaviour of our young citizens was not a surprise to people who had to live in the real world. Now we have another example of the lack of morality within people today in the United Kingdom.

Nellie Geraghty, a 79 year old pensioner, has died as the result of a mugging. Superintendent Catherine Hankinson of Greater Manchester Police said regarding the incident, "There has been a level of violence used." A resident of Oldham, Mrs. Geraghty had carried a hand-sewn bag containing a small amount of her late husband's ashes, who had passed away 17 years ago, with her. When Mrs. Geraghty was attacked, she tried to hang on to her handbag, and "suffered fatal head injuries" for her troubles. Mrs. Geraghty was later found "collapsed in an alleyway" and sadly, died at Royal Oldham Hospital the next day.

According to Sky News, Greater Manchester Police have arrested two youths aged 14 and 17 and they are now being questioned on suspicion of murder.

The fraud of Islam

"Islam is the most successful fraud in the history of humanity, and it is a great success. Millions of mullahs and imams keep the fraud going, and over a billion and a half of the faithful pay for it. They pay in funds, labor and even life, for the IOUs issued to them by the Islamic organizations that glide through life without breaking a sweat for earning their daily bread. Islam is a fraud and Muslims are the victims."

A fraud indeed.

Muhammad, during his Mecca years, was ridiculed for his confused sayings by his own tribe of Quraish. He was called “shaeron majnoon”—crazed poet."

Amil Imani calls out islam and muslims to come face to face with the fraud and lies they are living by embracing islam.

*************************************************************************************************************************

The Fraud of Islam
By Amil Imani

From the primitive land of the Arabian Peninsula of over 14 centuries ago rose Muhammad, an illiterate hired hand of a rich widow Khadija, claiming he was the bearer of a perfect life prescription from God—the Quran. He claimed humanity could do no better than to follow its precepts as well as to emulate Muhammad’s own life example for a guarantee of bliss and salvation. In exchange for this, people had to embrace Islam—surrender—by surrendering their liberty to Muhammad.

Islam is the most successful fraud in the history of humanity, and it is a great success. Millions of mullahs and imams keep the fraud going, and over a billion and a half of the faithful pay for it. They pay in funds, labor and even life, for the IOUs issued to them by the Islamic organizations that glide through life without breaking a sweat for earning their daily bread. Islam is a fraud and Muslims are the victims.

Muhammad, during his Mecca years, was ridiculed for his confused sayings by his own tribe of Quraish. He was called “shaeron majnoon”—crazed poet.

The death of his first wife and wealthy employer Khadija left Muhammad even more vulnerable to the ridicule and harassment of the Meccans. He fled from Mecca to Medina and in the relative safety of that city with a large tolerant Jewish community, Muhammad found more people willing to join his clique.

Once in Medina, Muhammad hit on a most powerful formula for success. He justified everything by claiming that Allah wanted it this way. And Allah was nothing to trifle with. He held the key to the most magnificent paradise as well as to a dreadful hell. The duty of every good Muslim became unquestioning obedience to everything that Muhammad said and wished. Muhammad became Allah’s gatekeeper to paradise and hell.

Muhammad’s formula worked magic with the Bedouins of Arabia who thrived on robbery and killing. His religion spread like a pandemic disease in no time at all.

As Muhammad gathered more and more followers, he turned on the Jewish community of Medina, killed the men, plundered their belongings, and captured their women and children as slaves. That was the birth of “Jihad.” Be meek and deceptive first, until you gather enough power then unsheathe the sword. It worked then and it is working today.

In no time at all, the savages of Arabia, allured by the win-win promise of Muhammad—you kill you get the booty from your victims in this world—you get killed and your abode will be the unimaginably glorious sensuous paradise of Allah—sword-in-hand, sallied forth to lands near and far.

Mind Control

As humans, our two legs move us along, but it is our minds that tell us which path to take in life and what to do. As the mind commands so goes the person. Yet, for humans, the mind does not arrive in this world with a set program of instructions. Contrary to many beliefs, we are born neither as demons nor as angels. Within each one of us is a potential for a demon or an angel. Many evolve into a mix of the two, a few fortunate mature into truly angelic and some become personifications of evil. It is the mind’s program that plays the critical role in making us what we are

Islam, from its inception, discovered the crucial secret of getting to the young mind early by adhering to the dictum: Instruction in early childhood is akin to carving in a rock. In the same vein goes the Jesuit saying, “Give me a child until he is seven, and I will give you the man,” derived from the philosophy and theology of Saint Augustine. The immense importance of getting early to the young mind is also emphasized by non-religious doctrines as diverse as the Freudian psychoanalytic theory and Watsonian Behaviorist psychology.

Islam Apologists

And here we are in the 21st century facing the onslaught of the Islamists, jihadist and Islam apologists in our culture and way of life. These are the fruits of the tree of fraud, planted by Muhammad some 1400 years ago.

Self-described doctors of Islamic religion universally practice sugarcoating the fraud of Islam. They keep ranting about the importance of accepting things on faith, denigrate reason, dangle carrots and sticks, and demand unconditional surrender in return for guaranteed bliss and salvation. The masses toe the line, support the clergy’s lavish parasitic lifestyle and the charade continues. It works like a charm. Use the Jihad of the sword when it can and use the “Soft Jihad” until the sword can be unsheathed to finish the job. And don’t forget, the end justifies any and all means, Islam apologists keep on preaching to the hordes.

Islam apologists never present the naked face of Islam. They never speak of the Islam that thrives on hate, throws acid in the face of women who fail to don the hijab or girls going to school; flogging people for sporting non-Islamic haircuts,  stoning to death, violators of sexual norms and other forms of Islamic brutalities such as Honor Killing. They never talk about institutionalized pedophilia in Islam.

The prophet Muhammad “married” a six-year old child and consummated the marriage when Ayesha was only nine, when he himself was pushing sixty. When apologists are confronted with this repulsive behavior of the founder of their “perfect religion,” a few exercise the defense mechanism of denial and say it did not happen, dismissing their own most trusted historical record. Some say that it wasn’t exactly marriage. It was a politically expedient act, an act of the perfect emissary of Allah. Then we have numerous instances of the same child molestation happening in the Islamic world ever since the example set by Muhammad. It is a kind of marriage of pre-pubescent girls to older men. It was not long ago, Dr. Salih bin Fawzan, a prominent cleric and member of Saudi Arabia’s highest religious council, issued a fatwa proclaiming that there is no minimum age for marriage, and that girls can be married “even if they are in the cradle.”

Adding insult to injury, Islam has powerful and unwitting allies in the masses of good-hearted gullible Americans who bend over backwards to protect the long cherished principle of religious freedom. And it is this magnificent provision of our society that made Hillary Clinton, for example, reissue a visa to the likes of Tariq Ramadan who come to exploit the benign provisions of a benevolent system for establishing Islamic enslavement.

Political Islam

Islam is political to the core. In Islam the mosque and State are one and the same—the mosque is the State. This arrangement goes back to the days of Muhammad himself. Islam is also radical in the extreme. Even the “moderate” Islam is radical in its beliefs as well as its deeds. Muslims believe that all non-Muslims, bar none, are hellfire bound and well deserve being maltreated compared to believers.

Muslims and Liberty

A Muslim’s surrender of liberty is not merely a matter of personal choice. Muslims abandon their most precious rights and are out to make all non-Muslims also do so, by hook or crook. It is said that misery loves company. And the type of misery that the fraud of Islam has visited on Muslims and the Islamic lands is a rapidly spreading plague that must be resisted by all who cherish their God-given liberty.

In spite of massive propaganda by Islamic organizations, more and more people are beginning to recognize Islam for what it is: A Fraud.

I challenge all cultural Muslims or any other kind of Muslim who is not a jihadist, to courageously do what is right, and take that fateful step; inhale the life—nurturing fragrance of freedom, abandon the fraud of Islam altogether and enlist in the ranks of the free where all members of the human tribe can live in peace and harmony.

I truly cannot stand abortion and this next article/post is a perfectly good reason why. While this happened in Australia, I am sure it has occurred here and is just not reported.

After all, what is a couple more lives taken before they start, right? It is a women's right to 'choose', right?

It is MURDER, right? absolutely.

Medical bungle at Royal Women's Hospital kills healthy fetus
By Stephen Drill

A HEALTHY 32-week-old fetus was accidentally terminated in a botched procedure at the Royal Women's Hospital.

A Victorian mother, pregnant with twin boys she had already named, had made the agonising decision to abort one of the babies on doctors' advice.

She had been told that one twin had a congenital heart defect that would require years of operations, if he survived at all.

An ultrasound clinician had checked the healthy baby, who was in a separate sac to the sick baby, before the termination.

But just after 2.30pm on Tuesday the wrong baby was injected, terminating the healthy pregnancy.

The mother then had an emergency caesarean section and the sick child was terminated in a three-hour operation.

A Royal Women's Hospital spokeswoman last night apologised for the "distressing clinical accident" and said the hospital was launching a full investigation.

A friend of the woman said the family was struggling to cope with the fatal mistake.

"She went to the hospital with two babies and now she has none. And she had the heartache of giving birth to her sick baby. She's traumatised," she said.

"The hospital said it had followed correct procedure, but how could this happen?

"The ultrasound clinician said she checked three times before the termination because she didn't want to make a mistake."

The woman's husband, a nurse, a doctor and the ultrasound clinician, who was reportedly inconsolable as a result of the error, were in the room at the time of the procedure.

The Herald Sun believes the family are considering legal action.

The ultrasound clinician performed the procedure because "she looks at ultrasounds all day", hospital sources said.

The late-term termination went ahead only after a review by the Royal Women's Hospital.

A hospital spokeswoman said: "The Royal Women's Hospital can confirm a distressing clinical accident occurred (on Tuesday).

"This is a terrible tragedy and the hospital is deeply sorry for the loss suffered by the patient and her family."

Health Services Commissioner Beth Wilson, who resolves complaints against Victoria's hospitals, said she was shocked.

"I have never dealt with a case like this before," she said.

Health Minister David Davis said: "This is an absolute tragedy for all concerned and my sympathies are with the family."

"I have been assured by the chief executive officer of The Royal Women’s Hospital that a thorough investigation is underway and support is being provided to the parents, extended family and staff directly involved.

"Preventing serious clinical incidents in hospitals is important to the Victorian Government.

"In Victoria there is a statewide approach to clinical quality and safety through the Victorian Health Incident Management System (VHIMS)."

Why is the Brian Terry Murder Case Sealed?

Gary Fouse

Border Patrol agent Brian A. Terry called out, "I'm hit," after a bullet pierced his aorta. He died at the scene. (Associated Press)
Brian Terry

Jerry Seper, writing in the Washington Times brings up an important question in the case of murdered Border Patrol agent Brian Terry. The indictment against one of the Mexicans who killed Terry (he was wounded and captured) has been sealed by the Federal District Court in the Southern District of California in San Diego, which (supposedly) is prosecuting the case. Terry, as we know, was killed by two weapons involved in the ATF's Fast and Furious operation. Prior to sealing, the indictment indicated that the killers were part of an organized group that was seeking to hunt down and kill Border patrol agents. The question is also being asked whether agents were firing bean-bag rounds at the suspects, and if so, why?

http://www.washingtontimes.com/news/2011/nov/22/armed-illegals-stalked-border-patrol/?page=1

Several points stick out here aside from the obvious outrages of the Fast and Furious scandal and its on-going cover-up by the Department of Justice and others. Why is this indictment sealed? What are they trying to keep from becoming public knowledge? Is our government trying to conceal from the public just out-of-control our border with Mexico is? Are they trying to cover up the fact that they are sending BP agents into these areas armed with bean-bag firing shotguns instead of the lethal force that they know the traffickers possess? Just what kind of government negligence and malfeasance are we dealing with here?

If all this is true, what he have here is a case of a government that refuses to effectively secure our borders and compounds it by sending in Border Patrol agents to deal with well-armed, organized killers and fight them with beanbags-only to be killed by weapons furnished to the traffickers courtesy of Operation Fast and Furious!

Don't Border Patrol head Alan Bersin and DHS head Janet Napolitano have a duty to explain to the family of Brian Terry how this could happen? Forget about the dishonest and corrupt Eric Holder. He is busy denying his own responsibility and need to apologize to the Terry family.

Where the Hell is the outrage?

When the lights go out: What an EMP strike would do to the USA

I have posted on this before and confidential reporter from Foreign Confidential has been one of the leading sites in regard to exposing the danger(s) from an electromagnetic pulse detonation over the United States.

Foreign Confidential is an awesome site and I urge all of you to add it to your blogroll. I visit FC at least twice a day.

If we were to be attacked from an EMP then life as we know it would vanish very quickly. Our defenses against such an attack are at best, weak and very inadequate. This threat has been known about for years and yet we do little to protect ourselves.

"In order to prevent the catastrophic destruction that could result from either a nuclear missile detonated at high altitudes or intense solar eruptions that send blasts of radiation towards the Earth, initiatives are needed at all levels—from bilateral partnerships that focus on shared infrastructure to national leadership to state and local action."

This is a dire threat that must be dealt with. Yesterday would not be soon enough in my most humble opinion. The article is long but I am calling this a must read. Those who hate the Untied States will stop at nothing to destroy us.

When EMP Strikes and the Lights Go Out

Before the Lights Go Out: A Survey of EMP Preparedness Reveals Significant Shortfalls

An electromagnetic pulse (EMP) over the United States could end modern life in America overnight. Whether caused by an enemy attack (a nuclear device detonated above the atmosphere) or by a natural phenomenon (a geomagnetic storm), an EMP can cause entire regions of the country to lose electricity—permanently. Despite the EMP Commission’s recommendations in 2004 and 2008, hardly any progress has been made in protecting the country from an EMP attack and its catastrophic results. The U.S. must prepare to deal with an EMP—now.

Why Worry? Civilian Infrastructure Protection is Minimal

In July 1962, a high-altitude nuclear test dubbed Operation Starfish, conducted 400 kilometers above Johnson Island in the Pacific Ocean, first raised widespread concerns over electromagnetic pulses. During the course of the test, the recording instruments continually malfunctioned and affected electrical equipment more than 1,400 kilometers away in Hawaii.[1] The root cause of the problem? An electromagnetic pulse. This discovery led the U.S. military to harden many of the country’s strategic defense systems, such as missile silos, against EMP effects, but little was done to implement measures to protect civilian infrastructure. That practice has remained virtually unchanged despite the ever-increasing proliferation of nuclear weapons and ever-increasing U.S. military and civilian dependence on electricity-based infrastructure.

An EMP is a high-intensity burst of electromagnetic energy caused by the rapid acceleration of charged particles. Nuclear weapons, non-nuclear weapons (radio-frequency weapons), or geomagnetic storms (often called space weather) can power an EMP, and the resultant changing magnetic field in the Earth’s atmosphere can disrupt electrical systems.[2] An EMP has three main components: (1) An electromagnetic shock disrupts electronics, such as communication systems; (2) an effect similar to lightning rapidly follows and compounds the first component; and (3) the pulse flows through electricity transmission lines, overloading and damaging transmission distribution centers, fuses, and power lines.[3]

The State of Play: Congressional Inaction

The U.S. government has made some efforts to address these threats. Current initiatives span prevention, protection, and recovery:

Congressional Action. Shortly before 9/11, Congress established the Commission to Assess the Threat to the United States from Electromagnetic Pulse (EMP) Attack. The EMP Commission’s charter required the commission to assess:

the nature and magnitude of potential high-altitude EMP threats to the United States from all potentially hostile states and non-state actors that have or could acquire nuclear weapons and ballistic missiles, enabling them to perform a high-altitude EMP attack against the U.S. within the next 15 years; the vulnerability of the United States military and especially civilian systems to an EMP attack, giving special attention to vulnerability of the civilian infrastructure as a matter of emergency preparedness; the capability of the United States to repair and recover from damage inflicted on U.S. military and civilian systems by an EMP attack; and the feasibility and cost of hardening select military and civilian systems against EMP attacks.[4]

Members of the EMP Commission testified before the House Armed Services Committee in July 2002, releasing a partially classified five-volume report on the United States’ vulnerability to a potential EMP attack.[5] The EMP Commission concluded that the United States was extremely vulnerable to a catastrophic EMP attack, finding “[o]ur increasing dependence on advanced electronics systems results in the potential for an increased EMP vulnerability of our technologically advanced forces, and if unaddressed makes EMP employment by an adversary an attractive asymmetric option.”[6] The commission proposed a five-year plan aimed at protecting critical infrastructure from potential EMP attack.

The National Defense Authorization Act for fiscal year 2006 reestablished the EMP Commission to continue its efforts “to monitor, investigate, and make recommendations, and report to Congress on the evolving threat to the United States from electromagnetic pulse attack resulting from the detonation of a nuclear weapon or weapons at high altitude.”[7]

The goals of the renewed commission were to assess the threats to U.S. critical infrastructure and provide recommendations to address vulnerabilities. This new commission released its final findings in 2008 through the publication of the Critical National Infrastructure Report, as well as testimony before the U.S. House Armed Services Committee. The commission concluded that an EMP attack on the United States would be devastating:

Should significant parts of the electrical power infrastructure be lost for any substantial period of time, the Commission believes that the consequences are likely to be catastrophic, and many people may ultimately die for lack of the basic elements necessary to sustain life in dense urban and suburban communities. In fact, the Commission is deeply concerned that such impacts are likely in the event of an EMP attack unless practical steps are taken to provide protection for critical elements of the electric system and for rapid restoration of electric power, particularly to essential services.[8]

The commission offered recommendations to improve U.S. preparedness for an EMP attack or a geomagnetic storm in 10 critical areas of national infrastructure including the electrical grid, food infrastructure, and U.S. space systems. The commission strongly urged the Department of Homeland Security (DHS) to “make clear its authority and responsibility to respond to an EMP attack” by developing contingency plans in cooperation with appropriate federal, state and local agencies, and industry.[9] Furthermore, the commission recommended that DHS develop response protocols for an EMP attack and regularly practice this response through exercises with relevant government agencies and industry groups. The commission urged DHS to work with the Department of Energy and industry groups to identify and address vulnerabilities in the U.S. electrical infrastructure. The commission advised that the cost of critical infrastructure improvement should be split between government and industry.[10]

Congress has not yet passed comprehensive legislation addressing EMP vulnerabilities. Numerous bills have been introduced, but none were passed out of committee.

Following the 2008 EMP Commission report, legislation was introduced to address the threat of an EMP attack on the United States. In April 2009, H.R. 2195, “A Bill to Amend the Federal Power Act to Provide Additional Authorities to Adequately Protect the Critical Electric Infrastructure Against Cyber Attack, and for Other Purposes,” was introduced in the House, sponsored by Representative Bennie G. Thompson (D–MS).[11] The bill cites the 2008 commission report on critical national infrastructures, notes the vulnerabilities of Supervisory Control and Data Acquisition (SCADA) components, and calls for the EMP Commission to consult with the Secretary of Homeland Security to identify such systems in the United States and “issue…such rules or orders as are necessary to protect critical electric infrastructure against vulnerabilities or threats.”[12] H.R. 2195 was referred to the House Subcommittee on Emerging Threats, Cybersecurity, and Science and Technology, but never made it past that committee.[13]

H.R. 4842, the Homeland Security Science and Technology Act of 2010, included provisions for the establishment of a commission on the Protection of Critical Electric and Electronic Infrastructures, which would continue the work of the EMP Commission. Although approved by the House, the Senate did not vote on H.R. 4842.[14]

In June 2010, H.R. 5026, the Grid Reliability and Infrastructure Defense (GRID) Act, sponsored by Representative Edward Markey (D–MA), was received in the Senate after passing the House in a voice vote.[15] The GRID Act would amend the Federal Power Act to allow the Federal Energy Regulatory Commission (FERC) to issue new industry standards to protect critical infrastructure from cyber or EMP attacks. It defines “defense critical electric infrastructure vulnerability” as “a weakness in defense critical electric infrastructure that, in the event of a malicious act using electronic communication or an electromagnetic pulse, would pose a substantial risk of disruption of those electronic devices or communications networks”; an EMP is identified as a “grid security threat.”[16] The Secretary of Homeland Security is called upon to work with other agencies in order to “develop technical expertise in the protection of systems for the generation, transmission, and distribution of electric energy against geomagnetic storms or malicious acts using electronic communications or electromagnetic pulse.”[17] The President is to compile a list of defense-critical facilities not exceeding 100 in number that are vulnerable to electrical disruption.[18] Finally, the owners or operators of large transformers are required to ensure the availability of replacements to restore the operation of the bulk-power system in the event that a given transformer is destroyed or disabled.[19] The GRID Act was never put to a vote in the Senate.

During the final days of the 111th Congress, Representative Doug Lamborn (R–CO) sponsored H.R. 6471, “A Bill to Require the Director of National Intelligence to Submit a Report on the Foreign Development of Electromagnetic Pulse Weapons.”[20] Each country with an EMP weapons program was to be identified and its program assessed in detail, specifically focusing on whether a country’s incorporation of EMP weapons into its national security and military strategies “assume[s] that an EMP weapons attack can achieve effects similar to a direct nuclear attack, but not be subject to the deterrence calculations normally applied to nuclear weapons.”[21] Instructions for classifying potential hostile EMP delivery platforms and assessing vulnerability of identified countries to an EMP attack are also outlined.[22] The bill was introduced in the House on December 1, 2010, but never made it past the Intelligence Committee to which it had been reported.

On February 11, 2011, Representative Trent Franks (R–AZ) introduced H.R. 668, the Secure High-voltage Infrastructure for Electricity from Lethal Damage (SHIELD) Act.[23] The act essentially allows the FERC to enable emergency measures to protect the reliability of bulk-power systems and defense-critical electric infrastructure via directive of the President amid an imminent grid security threat. The act prescribes implementation procedures and cost-recovery measures. It also directs FERC to order the Electric Reliability Organization to submit reliability standards regarding these bulk-power systems from geomagnetic storms or EMPs. Furthermore, it directs the Secretary of the Department of Energy to establish a program to develop expertise on the protection of electric energy systems and to share the findings with owners, operators, and users of the systems.[24] Several provisions of the GRID Act appear word-for-word, including the definition of “defense critical electric infrastructure vulnerability,” the list of no more than 100 defense-critical vulnerable facilities, and the measure requiring the availability of spare large transformers.[25] The SHIELD Act has been referred to the Committee on Energy and Commerce, as well as to the Committee on the Budget.

A full committee hearing of the Senate Committee on Energy and Natural Resources on May 5, 2011, discussed the issue of the vulnerability of U.S. critical infrastructure to cyber and EMP attacks. Some witnesses testified before this committee against legislation to mandate increased EMP preparedness standards. Yet, these witnesses are in the minority and do not represent the consensus view of various congressional and government commissions, nor the overwhelming bulk of the expert community on the subject.

The purpose of congressional commissions, like the EMP Commission, is to establish official consensus on the severity of threats and appropriate solutions—which the EMP Commission did. The EMP Commission’s report represents the consensus view of the defense and intelligence communities as well as the nuclear weapon labs.

Moreover, the Congressional Commission on the Strategic Posture of the United States independently re-examined the EMP threat, and concurred with the assessment and recommendations of the EMP Commission.[26] So, too, did the National Academy of Sciences, the DOE–NERC report,[27] and the FERC interagency report.[28] In all, five commissions and major independent U.S. government studies have independently concurred with the EMP Commission’s threat assessment and recommendations. Not one official commission or U.S. government study dissents from this consensus.

Providing for an Uncommon Defense

In April 2005, the Defense Science Board Task Force published a report on Nuclear Weapon Effects Test, Evaluation, and Simulation that describes how the armed forces formed requirements based on nuclear threats, such as EMP. It concluded that the U.S. Army has strongly considered nuclear survivability during the development of its new programs. The U.S. Army Nuclear and Chemical Agency (USANCA) is the agency that makes recommendations for the nuclear survivability requirements for the new systems in the U.S. Army.[29] The U.S. Army War College hosted a workshop in September 2010 to explore the threats, vulnerabilities, and preparedness related to an EMP attack.[30]

In contrast, the U.S. Navy has had outdated directives and instructions pertaining to nuclear survivability since the early 1990s. However, the Navy’s critical systems do maintain nuclear survivability and nuclear hardening requirements, which protect against EMP threats.

The U.S. Air Force’s Nuclear Criteria Group Secretariat was inactivated in 1994, and it currently does not have a designated group that is responsible for creating and implementing nuclear survivability requirements.[31] However, the strategic platforms within the U.S. Air Force still assess nuclear survivability; likewise with the U.S. Navy. The Department of Defense recognized the necessity of transitioning from requirements to capabilities-based acquisition in the protection of America against EMP threats in 2003. The implementation of an evolutionary acquisition strategy would increase the nation’s preparedness against EMP attacks. The Department of Defense and the Department of Energy maintain facilities that support EMP simulators that calculate the impact of an EMP wave on an electrical system.[32] Data from EMP simulators and nuclear tests gathered over 50 years led to the conclusion that any nuclear weapon can pose an EMP threat to the United States because the electric grid is fragile.[33] The conclusion can be helpful for considering which efforts should be undertaken against EMP at all levels of government.

The House Committee on Armed Services issued a report on H.R. 5136, the National Defense Authorization Act for Fiscal Year 2011, in which it expressed “concern about the vulnerability of Department of Defense critical infrastructure to electromagnetic pulse (EMP) attack.”[34] Section 225 of the bill would require the Secretary of Defense to contract with an independent entity to “conduct an assessment of Department of Defense plans for defending the territory of the United States against the threat of attack by ballistic missiles, including electromagnetic pulse attacks.”[35] An entire section is devoted to the vulnerability of defense critical infrastructure to EMP, in which the Comptroller General is directed to review assessments of the threat of EMP attack, taking into consideration the findings of the EMP Commission.[36]

The Army’s Research, Development, Test and Evaluation Justification Book for FY 2012 includes a project justification for a Mobile Tower System (MOTS) for use by Air Traffic Control.[37] The completion of developmental testing, “including high altitude electromagnetic pulse testing,” is listed under FY 2010 Accomplishments for MOTS.[38] A special congressional addendum to the Defense Logistics Agency’s Microelectronics Technology Development and Support Project lists electromagnetic shielding as a “critical enabler” for 3-D electronics arrays, and increased the allocation for that project from $2.394 million in FY 2009 to $4.775 million for FY 2010.[39]

The Air Force’s Physics project in Defense Research Sciences “increased research into the susceptibility to upset of various electronic circuits when exposed to suitable electromagnetic waveforms,” and received an additional $5 million for FY 2011, for a total allocation of $50.47 million.[40] An Air Force Materials Project for Structures, Propulsion, and Subsystems received increased allocation between FYs 2010 and 2011, from $18.810 million to $22.109 million, respectively.[41] This Materials project “Develops novel materials for electromagnetic interactions with matter for electromagnetic pulse (EMP), high power microwave, and lightning strike protection” for aircraft, spacecraft, launch systems, and missiles.[42] Funding was transferred to this program in FY 2011 from Project 2100, an EMP suitcase developed for testing systems vulnerabilities by Applied Physical Electronics (APE); the EMP suitcase’s production was “driven by input from DoD groups,” according to APE’s Web site.[43]

Other Air Force systems whose electronic protection functions are being actively improved are aerospace sensors, including advanced sensor arrays.[44] The Radio-Frequency Warning and Countermeasures Technology Project “conducted research on the synergy between electronic protection and electronic attack technologies to realize more effective jamming” in FY 2010, and seeks to “provide active electronic protection architecture concepts” in the coming years.[45] Electromagnetic interference testing was part of FY 2010’s B-52 Modernization project, and one of the planned upgrades for B-2 squadrons is EMP Hardening Testing.[46] The F-22 Modernization Project, whose budget was nearly doubled for FY 2012, includes improvements to electronics protection, as does the justification for F-16 squadrons.[47] The E-4B Airborne National Ops Center will be subjected to EMP testing “to validate the E-4B fleet compliance with updated EMP protection Military Standards.”[48]

New F-15 radar enhancements will emphasize electronic protection, a new project for FY 2012.[49] The FY 2011 Plans for the Airborne Warning and Control System (AWACS) will “incorporate classified Electronic Protection measures.”[50] The integrated Command and Control Intelligence, Surveillance and Reconnaissance (C2ISR) capability for the Global Hawk aircraft is provided by the Multi Platform-Radar Technology Insertion Program (MP-RTIP) sensor, whose future studies and development include the implementation of electronic protection.[51] Finally, the space segment of the Nuclear Detonation Detection System (NUDET NDS) incorporates an EMP sensor into GPS systems.[52]

Department of Defense (DOD) standards regarding EMP preparedness have been robustly updated in recent years. A Standard Practice for Shipboard EMP Mitigation document was updated in September 2009 for the first time since 1996.[53] The document gives EMP protection requirements precedence over standard electromagnetic interference protocol.[54] On December 1, 2010, the DOD updated the Interface Standard for Electromagnetic Environmental Effects Requirements for Systems, which “establishes interface requirements and verification criteria for airborne, sea, space, and ground systems, including associated ordnance.”[55] The document states that a system “shall meet its operational performance requirements after being subjected to the EMP environment.”[56] This EMP environment is detailed in the classified document “MIL-STD-2169: High-Altitude Electromagnetic Pulse (HEMP) Environment.”[57]

In October 2010, the Defense Science Board (DSB) Task Force on the Survivability of DOD Systems and Assets to Electromagnetic Pulse (EMP) and Other Nuclear Weapons Effects held a meeting closed to the public.[58] The stated purpose of the meeting was “To obtain, review and evaluate information related to the Task Force’s mission focus to assess implementation of the DoD Instruction covering nuclear survivability including EMP.”[59] The Task Force received, reviewed, and discussed “presentations from the military services and other Defense Department agencies and organizations on the implementation to the meeting’s date of DoD Instruction 3150.09.”[60] This Instruction is the Chemical, Biological, Radiological, and Nuclear (CBRN) Survivability Policy, last updated in August 2009.[61] The document directs the Secretaries of the military departments and the chairman of the Joint Chiefs of Staff to “ensure that doctrine and training to support the DoD CBRN Survivability Policy (including electromagnetic pulse (EMP)) are reflected in force-on-force simulations” and, in the case of the latter, in war games.[62] The chairman of the Joint Chiefs is also directed to “establish mandatory key performance parameters (KPP) for nuclear survivability (including EMP hardening)” for CBRN mission-critical systems.[63]

Michael J. Frankel, executive director of the EMP Commission, testified before the Senate Judiciary Committee in August 2010.[64] In that testimony, Frankel noted that the commission’s final report presented 19 findings and made 17 recommendations to the DOD, all of which were classified, but that “the reaction of the Department may be characterized as positive…much of this positive effort redounds to the great credit of DoD management, the Office of the ATSD (Nuclear Matters), and the proactive leadership of US Strategic Command.”[65]

DOD continues to invest in hardening these critical strategic assets. For example, the FY 2012 budget includes $22.1 million in additional funding to harden Minuteman missiles against EMP attacks.[66] The military’s general purpose forces, however, remain vulnerable to the effects of an EMP attack. Those forces’ increasing reliance on high technology in fact makes an EMP attack an attractive option for potential enemies.

The U.S. military has increasingly incorporated civilian technology not designed to resist EMP attack into its systems. The 2004 EMP Commission concluded that although the U.S. military possesses many EMP-hardened assets, an EMP attack would still severely degrade the ability of fielded forces to operate effectively.[67] The Defense Science Board Task Force on Nuclear Weapon Effects Test, Evaluation and Simulation supported these conclusions in a 2005 report. The task force concluded that “The bottom line is that commanders and planners cannot be assured that today’s weapons platforms, command and control (C2), intelligence, surveillance and reconnaissance (ISR), and associated support systems will be available should a nuclear detonation occur.”[68]

DOD has also published “Mil-Standard 188-125,” which describes methods for protecting against a high-altitude electromagnetic pulse for ground-based command and control facilities.[69] However, not all military systems are currently hardened against EMP. In addition, some DOD systems rely on commercial facilities, such as communications satellites and ground-based stations, to support military operations.

In April 2005, the Defense Science Board Task Force on Nuclear Weapon Effects (NWE) Test, Evaluation and Simulation published a report for DOD describing current and emerging threat environments. This included a CRS-15 comprehensive evaluation of future DOD capabilities for successful operation in nuclear environments. The DSB findings were independent, “but are highly consistent with, the findings and recommendations of the Congressionally mandated Electromagnetic Pulse (EMP) Commission.”[70]

In protecting against a high-altitude EMP (HEMP) from a nuclear-tipped ballistic missile, the most important resources that DOD provides are missile defenses. The importance of these programs, however, has been downgraded in recent years. The Obama Administration made large-scale cuts to the missile defense program in FY 2010, and its proposed budgets for FY 2011 and FY 2012 will not make up the lost ground. Similarly, the Administration has cancelled or sharply curtailed promising missile defense programs and joint projects with U.S. allies, including the Airborne Laser (ABL) and the “third site” missile defense system in Poland and the Czech Republic. Furthermore, the President signed, and the Senate consented to ratification of, the New Strategic Arms Reduction Treaty (New START) with Russia, which imposes sweeping restrictions on U.S. missile defense options.[71]

Not Protecting the Homeland: EMP Scenario Planning is NOT Considered by the Department of Homeland Security

The Department of Homeland Security has a set of 15 National Planning Scenarios as an element of its risk analysis mission.[72] The scenarios describe possible high-consequence threat scenarios, such as terrorist attacks or natural disasters, but an EMP attack is not included. The EMP Commission has tried to convince the Department of Homeland Security to add it.

In 2008, under the National Defense Authorization Act for FY 2008, the Department of Homeland Security was required “to coordinate efforts with the [EMP] Commission for work related to electromagnetic pulse attack on electricity infrastructure, and protect against such an attack.”[73] Therefore, efforts were made to create inter-agency cooperation on such a critical threat to U.S. homeland security. Despite the grave dangers posed by an EMP attack, an EMP threat scenario has yet to be incorporated into the National Planning Scenarios.[74]

In an August 2010 testimony, Michael Frankel, who served as executive director of the EMP Commission from its 2001 inception until its final 2009 classified report before the oversight committees, pointed out that the commission provided 75 unclassified recommendations, most of which were aimed at DHS, “intended to mitigate vulnerability and increase resilience of the nation’s critical infrastructures.”[75] Said Frankel: “Unlike the response of the DoD, there has been no detectable resonance as yet out of the DHS…As a result, the Commission’s recommendations seem to have simply languished.”[76] Indeed, the only recent DHS activity in which EMP was addressed was at a Critical Infrastructure Partnership Advisory Council Joint Sector Meeting held June 8, 2010, in which there was a 10-minute “Electromagnetic Pulse Update” from 2:40 p.m. to 2:50 p.m.[77]

DHS inactivity regarding the threat of EMP attack is surprising, given that many provisions within the EMP Commission reports and proposed relevant congressional legislation are aimed at DHS in some capacity. Indeed, Washington State’s Department of Health Office of Radiation Protection offers more information to the public on EMP than does the DHS Web site, which merely contains a link to a 2004 Federal Emergency Management Agency preparedness manual.[78]

No Energy at the Department of Energy

The Department of Energy (DOE) has tentatively begun to identify and take appropriate corrective action to protect the U.S. bulk-power system from EMP attacks or other electromagnetic disturbance. Like DHS, DOE has not moved past the theoretical stages to protect the bulk-power system of the United States. In July 2009, DOE collaborated with the North American Electric Reliability Corporation (NERC), the DOE-designated industry group responsible for enforcing reliability standards for the U.S. bulk-power system, to host a workshop on high-impact low-frequency events. The workshop included approximately 110 attendees representing NERC, DOE, DHS, DOD, the Department of Health and Human Services, the EMP Commission, and the FERC. The workshop focused on three threats: (1) a coordinated cyber attack on the energy infrastructure, (2) a pandemic, (3) and natural geomagnetic disturbances and electromagnetic pulses.[79] The members of the workshop explored the threat of an EMP attack in depth. The workshop members concluded that

An E1 HEMP [the first blast of energy from a high-altitude magnetic pulse] event could simultaneously (within one power cycle) create malfunctions of electronic control equipment over thousands of kilometers. Traditional probabilistic planning and operating criteria do not provide sufficient protection from such a widespread, simultaneous impact. Restoration may also be complicated by the amount of equipment available to replace damaged assets.[80]

The members of the workshop recommended that the efforts to mitigate the risks of an EMP attack should focus on the recommendations of the EMP Commission. Namely, given the infeasibility of hardening the whole system to EMP attack, preparations for an EMP attack should focus on minimizing the net impact of an attack. That is that government and industry should create plans to reduce the time needed to restore power after a crippling attack.[81] The members offered this specific recommendation for future action:

Specifically, NERC should create a task force to continue these efforts and build consensus around appropriate mitigation options for industry. The task force could consider developing a full “defense plan” for these risks—covering all considerations from system design implications to hardening existing assets to system restoration. The task force should also consider the need for mandatory standards on its findings, whether related to equipment specifications or Reliability Standards.[82]

Along with urging the creation of a “defense plan” for the bulk-power system, the members of the workshop repeatedly urged DOE and DHS to work with their Canadian counterparts on the interlinked U.S. and Canadian infrastructure.[83] Although DOE in partnership with NERC has identified the threat posed by EMP attacks, the agency has not taken any further steps. Like DHS, DOE’s planning for the threat of an EMP attack remains modest.

National Space Weather Infrastructure

The National Weather Service provides space weather alerts and warnings. Assessments are made by the National Oceanic and Atmospheric Administration’s (NOAA) Space Weather Prediction Center. NOAA maintains a space weather scale for each type of event. The ratings on the scale range from minor to extreme. Hazards are described in terms of potential effects on humans, space-based assets (such as satellites), and terrestrial infrastructure. Accurately predicting space weather is still an evolving science.

Other federal agencies also provide essential support for predicting space weather. NASA provides science data from its research satellites. The U.S. Air Force provides observational data from the Solar Optical Observing Network and Radio Solar Telescope Network. The U.S. Geological Survey provides ground-based data on the effects of solar electro-magnetic emissions.

Information from the Space Weather Prediction Center is provided to electric power grid operators, space-system managers, telecommunications operators, aviation and navigational systems operators, and surveying and drilling operations. Given sufficient warning, many of these users can implement mitigation measures to limit the effects of adverse space weather on their operations. Improving the means to develop and disseminate reliable long-term weather forecasts and minimize “false alarms” would greatly facilitate the implementation of cost-effective mitigation measures.

State and Local Efforts

State and local governments have also made efforts to defend the United States against EMP threats. An EMP does not only pose a threat to computers and electronics, but also to critical infrastructures, such as communications, transportation, banking and finance, and food and water supply, because they depend on electronics or electricity.[84] Therefore, an EMP event could cause great damage within a county or state. A few enlightened state and local governments have formulated plans in the case of an EMP event.

An example is Alaska. The Alaska State Emergency Response Commission added preparation for an EMP attack involving integration, implementation, and survivability measures to the state’s emergency response plan in 2007.[85] Additionally, many county-wide and state-wide municipal organizations in New York have passed resolutions to request immediate action to protect the citizens against threats of EMP. The state has passed a bill to create the New York State EMP Critical Infrastructure Protection Commission. The commission has several duties including: educating itself about EMP and EMP threats to the state’s infrastructures; gathering facts; making recommendations to state authorities informing local agencies and governments about the hazards of natural EMP events and man-made EMP events; analyzing the dangers of EMPs; and developing a plan to protect the state from an EMP event, respond to the aftermath, and recovery after the event.[86]

Within the New York State Assembly, bill A4303-2011 was introduced by State Assembly Member for the 142nd District Jane Corwin and four co-sponsors. This act is currently attempting to establish a commission on EMP infrastructure protection within the State Assembly. The act intends for the commission to study findings and recommendations from national commissions regarding EMP defense with respect to New York’s critical infrastructure systems and develop and recommend preparation and protection plans.[87] As it stands currently, the act has been referred to the Governmental Operations Committee. In addition, both the Erie County Association of Governments and the State of New York Association of Towns have drafted resolutions recommending this commission (Erie County’s resolution also calls for support for EMP-related action from New York’s federal representatives.).[88]

Overall, however, state and local governments remain poorly prepared for an EMP attack. A 2007 survey of state adjutant generals, the officials responsible for overseeing National Guard units, found that few states were prepared for an EMP attack. The survey, conducted by the Institute of the North in conjunction with the Claremont Institute, found that although 96 percent of adjutant generals surveyed indicated that they were concerned with the threat posed by an EMP attack, few had analyzed the actual impact details of an EMP attack. Furthermore, few of the adjutant generals surveyed indicated that they had made preparations, such as training, EMP hardening of systems, and the creation of formal emergency response plans for an EMP attack.[89] Overall, most states have not taken action to address vulnerabilities to EMP attacks.

International Efforts on EMP Attack Preparedness

There has not been much international cooperation related to EMP attack preparedness. NATO did release an EMP response report in 2009, but it contained few recommendations or proposals, largely focusing on providing a description of various EMP applications and attacks, with little to no mention of defense or counter measures. Beyond NATO, it seems there will be little cooperation between the U.S. and other countries, some of which (Iran, Russia, and China) have likely considered the military application of EMP against the United States and its allies.

At the same time, national and international advocacy groups have emerged, focusing on EMP defense. One such group is EMPact America, a non-partisan and non-profit group devoted to implementing the EMP Commission’s recommendations to protect infrastructure and educate the American people on the threat of EMP attacks and the potential solutions.[90] Another group, more international in scope, is the Electric Infrastructure Society (EIS) Council. The council’s proclaimed role is to examine the future destructive potential of geomagnetic storms and EMP attacks from a global perspective. It aims to establish itself as an effective government-NGO partnership by enhancing education and international planning on these issues. Its board of advisers features various experts in the energy field, as well as current and retired U.S. policymakers.[91]

NATO has been updating key EMP-related documents of late. In January 2011, NATO revised its Allied Environmental Conditions and Tests Publication on Electrical and Electromagnetic Environmental Conditions.[92] Contained in this publication is “Leaflet 256—Nuclear Electromagnetic Pulse,” which describes EMP origin and effects on military platforms and systems.[93] A 2009 May report of the Applied Vehicle Technology Panel Hybrid Vehicle Rating Criteria Task Group listed nuclear EMP as a threat for which vehicle vulnerability must be tested for survivability.[94]

On November 14, 2010, Avi Schurr, the president of the EIS Council, made a presentation before the NATO Parliamentary Assembly on EMP and related risks to critical infrastructures.[95] In the presentation, Schurr described the threat posed by nuclear EMP strikes above the earth’s atmosphere as “potentially immense, but not yet sufficiently acknowledged.”[96] Schurr echoed the EMP Commission’s 2008 report when he warned that “electricity could be out for months or years because the grid would need to be assembled completely anew since its components would melt.”[97]

Schurr went on to declare that potential damage of a severe EMP strike was too significant to ignore preventive measures, but that thanks to recent U.S. studies the threat is now better understood as preventable—so long as the upgrading and protection of the national electric grids ensues.[98] The summary of the presentation described a recently increased awareness of electric infrastructure security on a political level, and in September 2010 an inaugural summit was held “to set up a new security framework for the U.S. and Europe.”[99]

Where We Are—Where We Need to Be

America—at all levels of governance—is unprepared for an EMP attack. Despite the clear recommendations of both the 2004 and 2008 EMP Commissions, U.S. government agencies have not taken planning for their response to an EMP attack out of the theoretical stages. This is especially alarming considering the official consensus on the severity of the threat and on appropriate solutions as articulated by the EMP Commission, the other aforementioned commissions, and the overwhelming majority of the expert community. DHS and DOE have both independently identified the United States’ vulnerability to an EMP attack, but have neither created emergency management plans nor taken action to better protect critical U.S. infrastructure from attack. DOD has begun to adopt the recommendations of the 2004 EMP Commission, but U.S. forces still remain vulnerable. State and local governments remain unaware and unprepared for the threat of an EMP attack.

Current priorities for the U.S. are:

Build Comprehensive Missile Defenses. Maintaining the capacity to interdict nuclear-tipped missiles is the most effective measure to guard against a HEMP attack. The U.S. missile defenses are not keeping pace with the proliferation of threats. It is time to reverse course. Establishing a robust ballistic missile defense is the most effective means of addressing the future threats to the U.S. and its allies resulting from the proliferation of missile technology and weapons of mass destruction. The U.S. must pursue missile defense programs that can intercept missiles in the boost and ascent portions of flight. Among these programs are the Airborne Laser, which is a modified air-to-air interceptor missile, future versions of the Navy’s Standard Missile-3 (SM-3) interceptor, and, above all, reviving the development and deployment of space-based interceptors.

Develop a national plan to respond to space weather emergencies. As a 2008 report by the National Academies, “Severe Space Weather Events—Understanding Societal and Economic Impacts,” makes clear, “Modern society depends heavily on a variety of technologies that are susceptible to the extremes of space weather—severe disturbances…driven by the magnetic activity of the sun.” The first step in addressing this issue must be educating the public and policy communities at the federal, state, and local levels about the risks and response options. Additionally, any effective plan will require enhanced, reliable long-range space weather forecasts.

Forge a bipartisan consensus in Congress to act on this issue. The response to the EMP Commission’s findings has been uneven within the United States government, with the Department of Defense taking the initiative and the Department of Homeland Security apparently sitting idle. Congressional inaction has contributed to this uneven response.

Establish bilateral partnerships with other nations. If the unthinkable happens, the U.S. and other developed nations must be able to accept foreign aid in the event of catastrophes. The U.S. should consider hosting international disaster exercises to increase the ability of countries friendly with the United States to readily accept aid from one another when disaster strikes. For some critical infrastructure the U.S. should promote establishing an industry-led, multinational rapid-response capability. Such a capability should be able to respond worldwide. Further, this could provide an effective mechanism to share best practices and integrate responses. This capability should be funded and controlled by the private sector to respond to threats to shared international critical infrastructure, such as telecommunications and the Western Hemisphere electrical grid.

An EMP disaster is the catastrophe that should never happen. The means to address and mitigate the dangers to critical infrastructure are at hand. The United States needs a greater understanding of the danger—and the determination to act.
